National Ambient Air Quality Standards (NAAQS) 1 : A legal limit on the level of atmospheric contamination. The level is established as the concentration limits needed to protect all of the public against adverse effects on public health and welfare, with an adequate safety margin. Primary standards are those related to health effects. Secondary standards are designed to protect the public welfare from effects such as visibility reduction, soiling, material damage and nuisances
