National Bioterrorism Hospital Preparedness Program (NBHPP) :

"The purpose of the National Bioterrorism Hospital Preparedness Program (NBHPP) is to prepare hospitals and supporting healthcare systems, in collaboration with other partners, to deliver coordinated and effective care to victims of terrorism and other public health emergencies. Cooperative agreement funds may be used for activities that include increasing surge capacity, which encompasses beds, personnel, pharmaceuticals, PPE, decontamination capacity, isolation capacity and interoperable communications, as well as the enhancement of EMS services, competency based training, and exercises". (DHS/ODP, FY 2006 EMPG, 2005, p. 11). Note: "The Pandemic and All Hazards Preparedness Act of 2006 (PAHPA) transferred the National Bioterrorism Hospital Preparedness Program (NBHPP) from the Health Resources and Services Administration (HRSA) to the newly created office of the Assistant Secretary for Preparedness and Response (ASPR), and the NBHPP was renamed the Hospital Preparedness Program (HPP). In addition to the new name, the program's focus expanded from bioterrorism to all-hazards preparedness. Under PAHPA, the following capabilities must be prioritized: (1) Interoperable communications system; (2) Fatality management plans; (3) Bed tracking system; (4) Hospital evacuation plans; (5) Emergency System for the Advance Registration of Volunteer Health Professionals; (6) National Incident Management System (NIMS) compliance".
