National Emergency Alarm Repeater (NEAR) System (1960) :

Outdoor warning systems are generally inadequate for persons inside buildings. The National Emergency Alarm Repeater INEAR) system has been developed for indoor warnings. Nationwide coverage by the system will require an expenditure of $40 to $60 million for generating equipment. In addition, plug-in alarms will need to be purchased for homes and offives to make this system operative. Two thousand NEAR receivers have been purchased for demonstrating the system at Charlotte, Michingan, during FY 1961. Experience from this operation will be used to develop policies for nationwide use of the NEAR system. (OCDM, Annual Report 1960, p. 18)
