"Expansion of the Federal part of the National Plan for Civil Defense Against Enemy Attack was begun with particular emphasis on use of Federal resources and incorporation of the principles of Basic Responsibililities Paper [outlined roles of DOD, ODM, and FCDA in national emergency] as the basis for a Federal operations plan".
