National Response Plan (NRP) 03 :
"Domestic incident management activities addressed in the NRP span the event including prevention, preparedness, response, recovery, and mitigation. As shown in Figure 2, an incident typically begins with notification of a potential or actual situation setting in motion mechanisms to activate and deploy resources to interdict and prevent the incident from happening, to mitigate its effects, and to respond and recover from the impacts of the incident".
