National Response Plan (NRP) 05 :
"The NRP establishes a national framework for domestic incident management and applies to Incidents of National Significance. Federal, State, local, and tribal agencies respond to the vast majority of incidents acting under their authorities or through existing agency or interagency contingency plans".
