National Strategy for Homeland Security -- Goal (2007) :

"The United States, through a concerted national effort that galvanizes the strengths and capabilities of Federal, State, local, and Tribal governments; the private and non-profit sectors; and regions, communities, and individual citizens - along with our partners in the international community - will work to achieve a secure Homeland that sustains our way of life as a free, prosperous, and welcoming America. In order to realize this vision, the United States will use all instruments of national power and influence - diplomatic, information, military, economic, financial, intelligence, and law enforcement - to achieve our goals to prevent and disrupt terrorist attacks; protect the American people, critical infrastructure, and key resources; and respond to and recover from incidents that do occur. We also will continue to create, strengthen, and transform the principles, systems, structures, and institutions we need to secure our Nation over the long term. This is our strategy for homeland security". (White House, National Strategy for Homeland Security, 2007, page 13).
