National Strategy for Information Sharing, Guiding Principles :
"Those responsible for combating terrorism must have access to timely and accurate information regarding those who want to attack us, their plans and activities, and the targets that they intend to attack. That information guides our efforts to: (1) Identify rapidly both immediate and long-term threats; (2) Identify persons involved in terrorism-related activities; and (3) Implement information-driven and risk-based detection, prevention, deterrence, () response, protection, and emergency management efforts".
