New Construction 3 : For the purpose of determining flood insurance rates under the National Flood Insurance Program, structures for which the start of construction commenced on or after the effective date of the initial Flood Insurance Rate Map or after December 31, 1974, whichever is later, including any subsequent improvements to such structures. (See also Post-FIRM structure.) For floodplain management purposes, new construction means structures for which the start of construction commenced on or after the effective date of a floodplain management regulation adopted by a community and includes any subsequent improvements to such structures
