Non-Discrimination
Non-Discrimination : The principle that a measure of general protection for civilian populations against certain consequences of war without any adverse distinction based, in particular, on race, nationality, religion or political opinion (e.g. the establishment of hospitals and safety zones and of neutralized zones, the protection of civilian hospitals and their staff, the free passage of relief supplies, etc.). Also, the principle under human rights law that States must undertake measures to respect and to ensure to all individuals within their territories and subject to their jurisdiction the rights recognized in the 1966 International Covenants on Civil and Political Rights (ICCPR), and Economic, Social and Cultural Rights (ICESCR), without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.
