"The North Carolina Insurance Underwriting Association (North Carolina Beach Plan) was created in 1969 to provide insurance coverage to people not able to buy it through the standard insurance market only on the barrier islands adjacent to the Atlantic Ocean. In 1998, the North Carolina General Assembly expanded the Beach Plan to include the state's 18 coastal counties for windstorm and hail only coverage".
