Notifying State
Notifying State : The State that is responsible for notifying (see notification, meaning (2)) potentially affected States and the IAEA of an event or situation of actual, potential or perceived radiological significance for other States. This includes: (a) The State Party that has jurisdiction or control over the facility or activity (including space objects) in accordance with Article 1 of the Convention on Early Notification of a Nuclear Accident; or (b) The State that initially detects, or discovers evidence of, a transnational emergency, for example by: detecting significant increases in atmospheric radiation levels of unknown origin; detecting contamination in trans boundary shipments; discovering a dangerous source that may have originated in another State; or diagnosing medical symptoms that may have resulted from exposure outside the State
