Nuclear Facility 5 : Nuclear Energy and Nuclear Disasters. For the application of liability regulations, the Atomic Energy Act defines a nuclear plant as follows: (1) Reactors, except for those which are part of a means of transport; (2) Factories for the generation or treatment of nuclear material, (3) Factories for the separation of isotopes in nuclear fuel, (4) Factories for the reprocessing of irradiated nuclear fuel; (5) Facilities for the storage of nuclear materials, except for such materials during transport
