Nuclear Safety 05 : The use of physically mining uranium has increasingly been replaced with In-situ leaching extraction technology, and regulation is in place to ensure the use of high volume ventilation technology in confined space uranium mining, with both largely eliminating occupational exposure and mining deaths. Moreover, it must be noted that all historic uranium mining deaths are negligible contributors to nuclear powers fatality rate per unit of energy generated, as this is dominated by a single event, the Chernobyl disaster. Nuclear weapon safety, as well as the safety of military research involving nuclear materials, is generally handled by agencies different from those that oversee civilian safety, for various reasons, including secrecy. There are ongoing concerns about terrorist groups acquiring nuclear bomb-making material. However Professor John Mueller of Ohio State University, published an assessment of the possibility of terrorists obtaining fissile material and successfully manufacturing a nuclear weapon, and in his book Atomic Obsession: Nuclear Alarmism from Hiroshima to Al-Qaeda he argues that: Anxieties about terrorists obtaining nuclear weapons are essentially baseless: a host of practical and organizational difficulties make their likelihood of success almost vanishingly small. It is impossible for a commercial nuclear reactor to explode like a nuclear bomb as, amongst other things, the fuel is never sufficiently enriched for this to occur
