In late September 1961, Congress renamed OCDM (the Office of Civil and Defense Mobilization) again, this time as the Office of Emergency Planning (OEP) [75 Stat. 630]. Neither the duties nor the mission of the agency were changed by Congress, but the new name reflected the responsibilities of the office in the wake of the changes initiated by the President.
