Executive Order 10952 assigned major civil defense responsibilities to the Department of Defense. It also provided that the Director, Office of Emergency Planning, would advise and assist the President in connection with the total civil defense program and would be responsible for the continuity of government programs at the Federal, State, and local level. (OCD, Annual Report 1962, p. 13) On September 3, 1961m effective August 1, 1961, 1,106 OCDM personnel were transferred to the Office of Civil Defense, DOD. (OCD, Annual Report 1962, p. 9)
